It's crap - but it's good crap: it succeeds on its own terms.
The DVD commentary (extended edition) talked about how unusual it was for them to take time out from the action in the third act to resolve all the various character arcs. Of course that attention to character is what lifts the movie a notch above the typical SFX flick (along with some superior visuals), but will need to watch how many other action movies do this, and if their quality is compromised as a result.
One of my favourite guilty pleasures, though it ranks behind Starship Troopers in popcorn entertainment value.
